Weather manipulation
Weather manipulation is not a conspiracy theory: 47 countries ran documented programs between 2020 and 2025, per an Oxford University Press inventory published September 2026. The classified and military dimensions extend far beyond cloud seeding into ionospheric heaters, directed energy, and electromagnetic forcing — programs with paper trails running back to the 1950s. The public debate is deliberately confined to cloud seeding to contain the wider disclosure.

- Whitney Webb has documented how DARPA and DARPA-adjacent contractors have funded atmospheric aerosol and ionospheric research under dual-use programs since at least the 1990s.
- Operation Popeye (1967–1972), declassified through Senate hearings led by Claiborne Pell, is the smoking-gun precedent: the U.S. military cloud-seeded the Ho Chi Minh Trail to extend monsoon season and impede North Vietnamese supply lines — confirmed in the Pentagon Papers.
